The nano.org project is currently in early beta testing. However, the organisation described below are already in effect. One exception to the description below is that, during beta, peer review is not available. Read more about the beta test here.
Operators
The site Operators are responsible for the overall supervision and maintenance of nano.org, and make strategic decisions regarding the structure and evolution of the site. They resolve any issues (including complaints) that cannot be dealt with at other levels. The Operators also assign the Moderator role to suitable volunteers, including the "Review Moderators" for threads where Open Peer Review is taking place.
At present there are three Operators, who are also the founders of the site. They are

Moderators and Review Moderators
Moderators are generally responsible for overseeing the integrity of one or more of the discussion threads at nano.org. Within a moderated thread, any posts by the Moderator are flagged as such - in this way it is possibly to determine his or her identity.
An senior role is that of Review Moderator - they have responsibilities associated with the process of Open Peer Review. When authors request OPR for their manuscript, the Operators will assign an Review Moderator to the task (authors may at this stage request an alternate OPR Moderator to be chosen). The key function of the Review Moderator is to invite two (or more) independent Reviewers to read the manuscript in question and post comments to the thread. Therefore the Review Moderator ideally has some familiarity with the field of research in question, although she need not be an expert since she remains objective and does not contribute opinions to the discussion directly.
As the site matures, we will present a list of all Review Moderators on a suitable page.
